Who completes the HWCN Form?

Digital Waste Tracking System for the UK Waste industry
Starting from April 2025, there will be a significant change:
- Paper-based hazardous waste consignment notes will be replaced by a digital waste tracking system
- The same data will need to be entered into an online app instead of paper forms
- The cost for using this digital service will be £20/year per user
Current Requirements from January until April 2025
Until the digital system takes effect in the UK:
- Paper-based NCR Consignment notes must still accompany all hazardous waste movements
- Both the carrier and producer must keep copies of these notes
- Records must be retained for at least three years
Exceptions from April 2025
The new digital system will have some exemptions:
- No data or documentation will be required for waste moved by contractors who are not providing a specific waste management service
- This applies to "incidental waste" that arises as a consequence of the primary activity of the operator
- First movements of incidental waste taken by a contractor to a collection point will not require documentation
