What is a HAZARDOUS WASTE CONSIGNMENT NOTE?
Hazardous Waste Consignment Notes ('HWCN') are legal documents required by UK law whenever hazardous waste is transported from any premises.
They provide crucial information about the waste including composition and origin, plus instructions for its safe handling and transport.
Who uses Hazardous Waste Consignment Notes?
The HWCN is used by a variety of organisations involved in the transportation, treatment, and disposal of hazardous waste. These include UK waste producers, waste management companies, haulage contractors, and waste disposal facilities.
An HWCN is used whenever hazardous waste is transported from one location to another, regardless of the distance involved. They are used between different waste management facilities or when hazardous waste is generated on a construction site or industrial facility. This includes both domestic UK and international shipments.
What is the purpose of an HWCN?
It serves as a detailed, legal record of hazardous waste, ensuring that it is managed and disposed of safely and in compliance with British regulations.
When do you need to use Hazardous Waste Consignment Notes?
You need a Hazardous Waste Consignment Note if you produce, transport or manage hazardous waste within a commercial environment and must follow all the rules of the control system set out by the UK government.
They are required by law in the UK under the Environmental Protection Act of 1990, which outlines the duty of care for waste management. The HWCN serves as a legal record of the hazardous waste, ensuring that the waste is properly managed and disposed of in accordance with the law.
A Hazardous Waste, or Duty of Care Note are required for all movements of hazardous waste materials within the UK, including:
- Collections from commercial businesses by registered waste carriers
- Movements from one building to another within the same company
- Movements from customer premises, where another company has produced the waste
What features do Hazardous Waste Consignment Notes have?
The HWCN contains a range of features that are designed to provide detailed information about the hazardous waste.
These include the waste classification, UN number, the type of container used, the quantity of waste being transported, and the name and address of the waste producer and waste management company.
They also include a declaration signed by the waste producer or their representative, confirming that the waste has been classified and packed in accordance with the appropriate regulations.
In addition to the above features, the HWCN also includes instructions for the safe handling and transport of the hazardous waste, including emergency procedures in the event of an accident or spillage. The HWCN also includes details of any special precautions that need to be taken during transport, such as the need for temperature-controlled transport or the use of specialist equipment.
Who completes the HWCN Form?
The HWCN must be completed in full and signed by the waste producer or their representative before the hazardous waste is transported.
The waste management company and the transport operator must also sign the HWCN to confirm that they have received the hazardous waste and that they are authorised to transport it.
Once the hazardous waste has been safely transported to its final destination, the HWCN must be retained by the waste management company for at least three years.
This allows the authorities to track the hazardous waste and ensure that it has been disposed of safely and legally.

Scottish Highlands and Isle of Wight — can take around 3 days to deliver.
Isle of Man, Jersey and Guernsey — post Brexit - can take around one week to export.
Western Europe — post Brexit - can take around from 2 - 4 weeks to export and clear through Customs in your own country.

Actual shipping time of your print order will vary depending on where you are in the country and when you order. Working Day times are all Monday to Friday only as standard. These exclude weekends and public holidays (although sometimes our carrriers choose to elect a weekend day to deliver to non-commercial premises). If you'll have more than one parcel in your print order that needs to be expedited, we will advise you at time of order and charge you accordingly.
