Confined Spaces can describe one or more of the following characteristics:

  • it Contains or has the potential to contain a hazardous atmosphere
  • it Contains material that has the potential to engulf a human worker
  • has Walls that converge or taper inwards
  • has Floors that slope downward, or converge with other floors

Who in UK Government issues Permit to Work guidance?

According to the independent UK regulator, the Health and Safety Executive (HSE), Permit to Work systems must strongly consider the human factor, objectives and management of the Permit to Work system in Confined Spaces, skill levels of the construction personnel authorised to do the hazardous work in the confined space, unconscious and conscious incompetence on-site (the 'human factor'!), and the various types of work permits needed.

A number of people are killed or seriously injured in confined spaces within the UK each year on jobs, happening within a wide range of industry sectors, from those involving complex plant to simple storage vessels from the list above.

Those unfortunately killed include people trapped within the confined space to those who then try to rescue them without proper training and rescue equipment.

 

What is the UK law on Confined Spaces Regulations?

The UK legislation and the Approved Code of Practice (ACOP) on Confined Spaces is based on the Confined Spaces Regulations 1997.
