What is an Electrical Sanction To Test Form and who is responsible?
An Electrical Sanction to Test ('EST') Form is a type of declaration issued by an Authorised Person to any other authorised person in charge of testing Electrical equipment that is to be tested, plus the conditions under which that testing is to be carried out.
What should the Person in Charge of an Electrical Sanction to Test document be aware of?
The prospective Person in Charge is to be aware of the Risk Assessment, Safety Programme, and the safety arrangements at all the points of isolation and at the places of the test.
The Person in Charge is to fit their Safety Locks to all points of isolation.
What precautions are required with a Sanction to Test procedure?
Where the test may extend the boundaries of the HV enclosure, barriers are to be set up at safe distances and High Voltage Enclosure Signs fitted.
Where a Permit to Work or Sanction to Test is not required and isolation is achieved by the removal of fuses or links and it is not practicable to apply a Safety Lock, then the fuses or links are to be removed and securely retained in the possession of the Electrical Authorised Person or Nominated Person responsible for the work or test, and a caution notice posted at the point of isolation.
In the UK and Ireland, EST forms, Books, and Pads are primarily used by electricians, contractors, and other professionals who perform electrical testing and certification.
They are also used by companies and organisations that need to maintain compliance with health and safety regulations.
Carbonless NCR paper is commonly used for EST forms, books, and pads, as it allows for multiple copies to be created without the need for carbon paper.
This paper typically comes in sets of two or three copies, with each copy being a different colour to help differentiate them. Options for these EST forms on NCR paper may include the number of copies, the paper colour of the copies, sequential numbering, drill holes and different types of writing shields.
The layout and design of the form may vary depending on the specific needs of the company or industry. Additionally, some Electrical Sanction to Test pads may include a barcode or QR code for easier tracking and record-keeping.
*An Electrically Authorised Person (EAP) is responsible for the provision of safe working practices within a company or organisation, on any low voltage electrical systems.
This dynamic role can be fulfilled by a person with, or without an electrical training or professional background, who has been at least trained to perform electrical isolations and meet the requirements of the Electricity at Work Regulations.

Isle of Man, Jersey and Guernsey — post Brexit - can take around one week to export.
Western Europe — post Brexit - can take around from 2 - 4 weeks to export and clear through Customs in your own country.

Actual shipping time of your print order will vary depending on where you are in the country and when you order. Working Day times are all Monday to Friday only as standard. These exclude weekends and public holidays (although sometimes our carrriers choose to elect a weekend day to deliver to non-commercial premises). If you'll have more than one parcel in your print order that needs to be expedited, we will advise you at time of order and charge you accordingly.
